Roofing rubber may have chemical residues on it that would be harmful to the fish. Also, in my experience it seems to ooze moisture through it over time. The liner material intended for use in ponds is usually formulated to be thicker, stronger, more flexible at temperature extremes, and also UV resistant. You also know for sure that it will not hurt your fish or other creatures.
