Will Peonies survive in San Mateo? We are about 8 miles from the ocean and get fog and almost always a little front in the winter.

Herbaceous peonies bloom well only when they experience a period pronounced winter chill. In your mild winter climate a newly planted peony will probably produce flowers the first year, but won't perform well for you in subsequent years.

While nothing really can replace a peony in terms of beauty, you'll be much happier with a plant with less exacting winter chill requirements.
