Seeds may be planted after a heavy rain as long as the soil is not so heavy, soggy and wet that it will crust and prevent the seeds from coming up. A heavy clay based soil is more likely to cause this type of a problem than a well drained sandy loam; a clay soil should not be worked when it is soggy either as this causes textural problems. You would also want to avoid walking in the garden when it is wet as this will compact the soil.
