Most hardy water plants will overwinter just fine if sunken in the pond to below the freeze line. Hardy water lilies and lotus, as well as bog plants such as Japanese iris, cattails, parrots feather, and so on are good prospects. Avoid the tropicals such as tropical lilies, water hyacinths, cannas and taro.
