I planted sunflowers and cosmos from seed last year and I noticed small cosmos coming up all around that same area. I also noticed that I have shoots of what look to be sunflowers coming up. I haven't pulled them out because maybe they are. Is there any chance seeds that may have fallen out last year would have produced new sunflowers?

Yes, there is a good chance this is what you are seeing. Cosmos is well known for its ability to reseed, too. There is one caution however and that is that the seedlings may or may not resemble the parents if you grew a hyrbid last year.
