Iris are traditionally cut back in mid to late summer when the foliage begins to flop a bit. In my experience, it is more important to inspect them routinely and trim away any foliage that becomes discolored as soon as the problem begins, also taking the opportunity to check for borers or any other problems as well as to keep the area well weeded. Iris are also cut back after transplanting, this would be done in late summer also.
