How can I encourage healthy nasturiums planted in rich soil to produce flowers?

Unfortunately, there is not much you can do to overcome a rich soil except wait for the nutrients to leach out or become depleted over time. In my experience, nasturtiums will perform fine in a good soil so I am not sure you need to worry too much. You might avoid fertilizing it if you have overly rich soil.
