I found a rose leaf with orangey colored eggs on the top surface. Are they LadyBug eggs or something undesirable?

Unfortunately, based on your description I can't identify the eggs for you. You might want to relocate the leaf and allow them to hatch away from your rose bush just in case it is something undesirable.
