Ipomopsis aggregata is a biennial, native from California to British Columbia. It grows 2 1/2' tall and 1' wide, with yellow flowers. It is hardy throughout the Puget Sound region. Ipomopsis rubra is a perennial, native to southern California, growing 6' tall and 1' wide. Flowers are red outside and yellow marked red inside. It is not generally hardy in Seattle's zone 5, unless the winter is unusually mild, or you provide protection from freezing weather.
