There are several possible reasons for this. The most common is pruning at the wrong time. These plants bloom on the current season's new growth, so any pruning should be done in late winter or very early spring only. Another common reason is lack of sunlight, these plants do best in full sun all day long. Yet another cause is sometimes lack of maturity; for no apparent reason some vines simply take a few years to decide to bloom. I hope this helps you trouble shoot.
