Maybe this will help you trouble shoot: use a premoistened damp soilless potting mix, sprinkle seeds on top, water lightly to settle the soil, cover with plastic wrap to maintain humidity, set pot in a bright location but not in direct sun. As soon as seeds germinate, remove the covering. Transplant to individual containers when they are large enough to handle.
