I have a jacobs ladder flower and I am wondering if I should pinchoff the stalks that have already bloomed?

You may go ahead and trim off the stalks when the blooms have finished. Some gardeners will leave faded flowers on that plant to allow it to set seed and possibly naturalize in the garden. This would be a matter of personal preference. I'm sorry it took so long for us to answer your question.
