What is a safe way to deter cats from using your flower bed as a litter box?

Cats can be a real pest in a garden. The best way to solve the problem is to keep the cat indoors. Alternatively, you can try layering wire mesh such as chicken wire or even thorny branches on the soil surface to make it less attractive for digging. Sometimes using a different kind of mulch also helps. Some gardeners report success using commercially formulated cat or animal repellents or home made ones based on red pepper and sometimes garlic. These are sprayed on the soil -- not the cat. I'm sorry it took us so long to answer your question.
