I would like to plant a fragrant wisteria, but confused by the different ones I saw in the nursery. I have seen lots of Chinese wisteria and Japanese wisteria, which one has the strongest fragrance?

I think it is too late to plant a wisteria now since it's end of the summer. When would be the best time to plant it?

Chinese wisteria is the most commonly grown, but is the least fragrant. If fragrance is what you're looking for, plant Japanese wisteria. Spring is the best time to plant, but if your purchase in the fall, you can plant then, too. Just be sure to keep your wisteria well-watered until fall rains begin.
