MY MOTHER HAS PLANTED VINCA VINE IN HER WINDOWBOXES THIS YEAR. WHAT SHOULD BE DONE WITH THEM FOR THE WINTER? SHE INTENDS TO USE THE SAME PLANTS NEXT YEAR. WOULD THEY NEED TO BE PLANTED IN THE GROUND? OR CAN SHE BRING THEM IN THE HOUSE TO PRESERVE THEM?

In my experience the variegated vinca vines (Vinca major)usually survive the winter when planted in the ground and occasionally survive in the planters as well. You could try leaving some where they are if they are in a sheltered location, transplant some to the ground and mulch around them well, and transplant some or take cuttings to overwinter as houseplants in a sunny window. That way you are sure to have some come spring and will see if they survive outdoors in your garden.
