Do I need to bring it inside for winter as I live in northren Va.

Mandevilla will not withstand a cold winter climate, so yes, you will need to bring it indoors. It needs to be kept in a very bright area such as a greenhouse or solarium or possibly in a south facing window if it is to stay growing over the winter. Otherwise, you can keep it in a cooler area (45 degrees) and cut back on the watering (just keep the soil from drying out completely) and allow it to take a rest during the winter. Either way, it may lose some or all its leaves due to the shock of being moved indoors.
