Sunset magazine lists this plant as growing 12' high by 3-4'
wide. Is this an accurate figure? I am looking for a tall narrow shrub that meets those size specifications so hope this one will do.

Euonymus japonicus 'Chollipo' is a narrow, erect, evergreen plant growing 12' tall and 2'-3' wide at maturity. This is one of the variegated types and the leaves are bordered with white. It sounds as though you've made the right choice for your growing region!
