The preferred time to prune spring-blooming shrubs (that bloom on last season's growth) is right after their bloom period. If you prune now, you will cut off the blooming wood. It's also best not to prune now because pruning stimulates tender new growth, which is frost sensitive. Wait to prune your juniper until late winter/early spring, just before new growth starts.
