Poppies look awful in July and August, what can I plant around or with them that will cover their dying leaves in midsummer?

There are many things you can use to hide the dying foliage of Oriental poppies. In my garden, the tall fragrant annual nicotiana along with daylilies (hemerocallis) and some later blooming phloxes seem to do the job. You might experiment and see what fits into your overall scheme.
