We have a lisbon lemon we had hoped to use as a patio garden tree. Can we limit the growth size by putting it in a pot by restricting its root growth.

Yes, putting it in a pot will restrict its root growth. You will need to monitor water and fertilizer use carefully. You can also prune it to keep its size in bounds. There are dwarf citrus trees that work better in patio situations. They grow about 10-12 feet tall and 9-11 feet wide, and produce about 50 percent of the quantity of fruit.
