What fertilizer do you recommend for Leland Cypress and what time of the year to fertilize it?

If fertilizer is required, it is usually applied right before new growth begins. However, if plants are established and doing fine, they do not necessarily need fertilizer. Don't overapply if not needed. A balanced product, such as 10-10-10 should be fine. Fertilizer should be applied out past the plant's canopy or dripline where feeder roots are actively growing. Applying near the trunk of mature plants does no good. Hope this helps.
