Question: On foliage on the lily toad. Does not "rub" off nor do I think it spread to other plants. Is this part of the leaf? diease?

Answer: Some varieties of Toadlily or Tricyrtis do have somewhat odd looking little darker speckled spots on their foliage naturally. They are not raised or dried or sunken spots, just a slightly different color. I suspect this is what you are seeing; some people find them decorative.
