Can I cut the Zebra grass during the summer so as to maintain it at a specific height in relation to my other plants?

You could cut it, but you would have to keep cutting it the same as a lawn. Cutting it would ruin the natural shape of the plant and you would also end up cutting off the flowering stems later in the season, in case those are important to you. You might want to plant something else that would stay the height you need, in my opinion that would probably be less work and look better in the long run, too.
