After the cabbage has been cut back, When will it start to regrow and can I plant impatiences to cover the part that is cut off. Or will the regrowth of the cabbage interfere with the impatiences???

In my experience, ornamental cabbage is not a long lived plant. The cabbage will not tolerate hot summer weather. Once it has tried to bloom (or as soon as it begins to look shabby) it is usually replaced with plants that are more heat tolerant. If you have a shady location, impatiens would probably do well as a summer bedding plant. In a sunny area you might look at sun loving annuals such as marigolds instead.
