Spotted, Crinkled Leaf ,unknown Plant Name - Knowledgebase Question

My neighbour brought me a plant, it has tiny dots all over the leaves, not a disease, they are meant to be ( I hope!)

It has a feathered, crinkled leaf and is a mid to dark green. He says there is a blue flower and it grows big.
What could it be - worse, is it a vegetable.....or weed..

help..

Your leaf and flower description suggests Ceanothus cyaneus 'Sierra Blue'. It's an evergreen shrub, a member of the Buckthorn family, growing best in full sunshine and average soil. Ceanothus can reach 10-12' high with equal width and is spectacular when in full bloom.
