In my experience, container grown plants can be planted at either time. Bare root plants would of course be planted when they are available, in the spring. In each case, be sure to pay attention to the soil moisture for an entire year after planting while the plant is becoming established. Water as needed to supplement rain so that the ground is evenly moist (but not sopping wet) right up until it freezes in the late fall and during the first full growing season.
