Rose of Sharon or Hibiscus syriacus can be propagated by softwood cuttings taken in June and July and treated with a rooting hormone (a powder sold in garden centers) according to Michael Dirr's "Manual of Woody Landscape Plants." Seed will also germinate easily assuming it is not taken from a sterile cultivar. In my experience, seedlings that appear in the spring can be transplanted very easily.
