Early spring is the best time to divide these grasses just when they are getting ready for their main growth spurt of the year. Water it well the day before (unless the soil is already quite damp) and water the newly planted division well to help it become established. Be prepared for a big job, though, because it takes a lot of strength to divide those incredibly tough roots. A mattock or a saw might be helpful in addition to a very sharp flat spade.
