WHY DO THEY SUGGEST PRUNING THE JAPANESE WISTERIA THE FIRST YEAR AND ONCE PER YEAR THEREAFTER?

Pruning is typically done to encourage vigorous new growth. In the first year you would be trying to encourage dense rather than lanky initial growth, in the subsequent years you would be trying to facilitate the maximum number of blooms. With wisteria, regular pruning also helps control size and keep the plant within bounds.
