Is there a miniature pampas grass?

You have two to choose from! Cortaderia selloana 'Pumila', also called Ivory Feathers Dwarf Pampas Grass, grows only 3' tall and 4' wide. White plumes are held high above the foliage on 6' tall stalks. Cortaderia 'Monvin', or Sun Stripe, has green foliage striped with yellow, grows 4' tall and wide, and produces white plumes on 6' tall stalks. Plant your pampas grass in full sunshine, in dryish, well draining soil.
