Camellias like moist soil and partial afternoon shade. They prefer slightly acidic soils. If your soil tends to be alkaline (and I suspect it is, given your gardening region), feed your camellia with an acidified fertilizer. You'll find specially formulated fertilizers for camellias at your local garden center. Apply according to label directions and the foliage on your camellia should green right up. Best wishes!
