I AM LOOKING FOR A PERENNIAL GROUND COVER FOR SUN IN A FULL FRONT YARD AREA--LOW GROWING

In my experience, the so called evergreen perennials such as liriope and bergenia and English ivy and even periwinkle tend to look very sad and disheveled by spring when grown in an exposed full sun location, and are somewhat insignificant when covered by snow for much of the winter. Instead, you might consider some of the carpet or mat forming low junipers for a well drained area in full sun. These are evergreen shrubs and each plant can cover a broad area.
