Needled evergreens such as spruce will periodically lose a few of the oldest inner needles, this would be normal. However, a pattern of browning or loss at the base can signify a disease problem developing or can be a sign of overwatering or a poorly drained site. There are also some significant diseases and pests that cause needles to brown. I would suggest you take some photos and possibly a sample and consult with your county extension and/or professional nursery staff to make sure what you are seeing is not the early stages of a serious problem. Good luck with your tree.
