I live in zone 7 and the leaves on my rhododendron have curled. I suppose due to the cold weather. Is that a normal reaction to winter weather?

Yes, the leaves will curl lengthwise in response to cold and then uncurl when the weather moderates. In a very cold spell they may all but curl up entirely and also hang downward at a steep angle. It looks like the plant is literally recoiling in protest at the shock of cold.
