| Syringa vulgaris 'Big Blue' is a deciduous shrub and will lose its leaves at the end of the season. It's a plant that flowers best when it experiences a pronounced winter chill. Because your winter weather is relatively mild, and because you're thinking of using the plants as a privacy screen, lilac probably isn't the best choice.
