Could Big Blue Lilac flourish in my location. If not, what other colorful evergreen plants could you reccommend for a screeen.

I would like to build a tall screen in the neighborhood of 12-18 feet tall.

Syringa vulgaris 'Big Blue' is a deciduous shrub and will lose its leaves at the end of the season. It's a plant that flowers best when it experiences a pronounced winter chill. Because your winter weather is relatively mild, and because you're thinking of using the plants as a privacy screen, lilac probably isn't the best choice. Evergreen shrubs with seasonal flowers that make suitable privacy screens include Escallonia, Viburnum, Laurel and Privet. Hope one of these appeals to you!
