I've never tried growing tomatoes in a bag of potting soil, but I've seen it done. Poke some holes (for drainage) on one side of the bag, then turn it over and slit the plastic in a big X. Plant your tomato start in the center of the potting soil and water well. The roots of the plant will extend out into the bag of potting soil, and as long as you provide water as required, the tomato plant will grow happily in its potting soil container.
