Answer: The blue hue comes from a waxy coating on the needles of your spruce. The best way to keep the blue color is to avoid using oil-based insecticides (which dissolve the waxy coating). Other than planting in full sunshine and periodically hosing dust off your spruce, there's really nothing you can do to make it appear bluer.
