Paso Robles Calif reaches 105 degrees Summer, Could freeze in winter. Looking for a nice design style tree that can be cut and shaped, or Flowers in summer June through Sept. that enjoys shade from house until 2:00 pm. Must be DEER resistant. Plan to plant with in 3 feet of house. Limbs should not exceed 6 or 8 feet wide. Low maintence because we do not live full time in this home. No Fruit trees.

You have such exacting conditions and specifications that I think you should really work with your local professionally trained nursery professional to try to come up with something that would fit the bill. (Your county extension might also have some suggestions.) In addition to woody plants you might also consider vines -- sometimes a good looking trellis can provide the right dimensions and "look" for a spot. Best of luck with your selection process!
