I am considering Senna Splendida as a street (parkway) tree in Sunset zone 18/19 with strong fall/winter winds. I need a small flowering tree. What do you think?

Although Senna splendida is a lovely plant, it's not rated well for your Sunset zone 18/19 and may not perform as expected. Instead, I'd suggest planting Crataegus (hawthorn), Cercidium (Palo Verde), Erythrina (coral tree), or Pyrus (evergreen pear). All produce flowers and all are well-behaved - perfect for parking strips along residential strees.
