By yellow summer broom, I'm assuming you are referring to 'Baccharis sarothroides', most commonly called desert broom. This plant is native to Arizona and other parts of the Southwest and is not listed on the invasive plant list. It is considered effective for erosion control and revegetation, so does have a vigorous root system. Unwanted volunteer seedlings can be difficult to eliminate because of their taproot.
