Chipmunk and squirrels are eating my seedlings to plants in my window box and garden last year.

I have tried Cayenne Pepper and Pepper Spray but it doesn't work?

How can I prevent them from doing the same this year?

There are some spray-on products specifically formulated to repel rodents -- including squirrels -- so you might try applying one of those to your plants. You might also try protecting the plants with wire mesh while they are small. Also, there are many different animals including deer, bunnies and woodchucks (and birds) as well as slugs and cutworms that can damage small seedlings, so it may be that there is more than one culprit.
