It hasn't warmed up until this past week and the ground has finally thawed enough to dig in. Is it too late to plant tulip bulbs? Will they bloom late this year, or will they bloom next spring?
Please advise...

It is really too late to plant them and have them bloom unless they have already been chilled for several months. The bulbs tend to deteriorate over time, they dry out or rot in storage under home conditions. They also require several months of chilling and time to root and grow in cool conditions in order to bloom correctly. If they are still in good condition you could plant them, let the foliage grow fully, then hope they will survive and bloom for you next spring.
