Should I prune my hedge roses in the spring as I do my other roses? Also, should I dead head the hedge roses?

Mary,

Yes it is a good idea to prune them back by about half to a third in spring. An optional additional pruning would be a light shearing in early summer. The second important pruning time is in late August to promote regrowth for the fall bloom show. Deadheading is up to you if you feel it is needed for aesthetic reasons.
