Your rose is suffering from root related stresses. If the soil stays soggy wet or gets too dry these can cause such problems and are easy to fix. Transplant shock is another possibility and time is the best cure. If the plant lacks nitrogen give it a boost of Miracle Gro or similar soluble plant food. Finally if the yellow leaves also have black spots you may need to use some appropriate fungicide sprays. Visit your local Home Depot and ask for product options for black spot control on roses.
