There are many types of lobelia; some are tender annuals, some are tough perennials. If you choose the right lobelia, you can keep it healthy with only one deep soaking per week. For your criteria, Lobelia laxiflora is the best choice. This plant is native to Arizona and Mexico, grows 3' tall and 3-6' wide, in average soils, in full or part sun. It's drought tolerant and produces open clusters of tubular orange-red flowers over a long summer season.
