What animal,bird or critter bites off the stem or bud before it blooms? How can that be prevented?

There are several possible munchers including deer, as well as bunnies, chipmunks and wood chucks for example. You would need to observe it happening to know which one is the culprit in your garden. You can try a spray-on repellent sold at the garden center or you can try to fence the critters out. Good luck with your tulips!
