Campsis radicans blooms on the new growth of the season so the best time to prune it is in late winter to early spring before it begins to grow for the season. At that time you can trim it back very hard, even almost to the ground if desired. If you prune it now it may delay flowering a bit but cutting it back by 12 inches should be fine as long as you do not prune it again this summer.
