at what time should new fonds start to come on.i planted last spring
cut back old fonds this spring. one out of 10 started new fonds all the others look like they want to start but are not, what can i do to help

There is not much you can do to hurry them along, they will grow in response to soil temperature and the season. As long as they look like they are still alive about all you can do is be patient, if there is a dry spell you can make sure the soil is still moist -- not sopping wet or saturated, but damp like a wrung out sponge. Once they start they do unfurl fairly quickly. This fern is considered hardy to zone 5 and your zip code places you in zone 5A, so they should be okay.
