I planted beds of ornamental grasses last summer, the pampras grass is
not starting to grow; all others are doing nicely. I cut everything back after the winter, and applied a shake and feed fertilizer several weeks ago. Any suggestions? Thank you. Beth Kashuba

Unfortunately I suspect the pampas grass (Cortaderia selloana) may not have survived the winter. It is hardy into zone 7 and your zip code places you in zone 6B. That is the warmer part of zone 6, and depending on your microclimate it might be just barely warm enough some years, but not reliably so. I'm sorry.
