I have purchased a Diabolo Purple Ninebark shrub and would like to know how close to the fence I should plant it. I was also told it would only grow 2m heigh and spread 1.2 m is this right?

According to the Monrovia on-line plant descriptions, this plant grows about as wide as it does tall at maturity -- "Full sun for best color. Moderate grower to 8 to 10 feet tall, equal width." I would plant it maybe four feet from the fence. This will enable you to maintain the fence as needed and allow for a bit better light and air circulation on the back of the plant. It will grow away from the fence somewhat toward the light, then when it is as tall as the fence and in full sun at the top it will begin to grow more uniformly. To control overall size and keep the plant a bit tidier looking over time, you may want to selectively prune out some of the longest branches each spring (cut them at the base.) Or, you might hard prune/renewal prune the entire plant about every four years, to do that you would cut it off at the base by the ground. It will regrow quickly due to the established root system. I hope this answers your question.
